elected presidents have a right to their nominees for positions even if they make partisan nominations. The key is whether the person has the character, intellect, and capacity for the job. Not that one agrees with their positions. This punishes GOP members for allowing a president to name their cabinet. And there are some other extremely vague categories.

Not that is isn't instructive in some ways. I just believe the score is skewed by some odd expectations.
