How is a per 40 any different than a per 100 possessions

Do you actually understand what stats represent? I don't think you understand the mathematics behind them well enough to make an intelligent argument.
As I have explained to you before a 'per 40' stat simply normalizes for production when you are on the floor. A guy that scores ten points in thirty minutes is far less productive than a guy scoring five points in ten minutes.
Tilmon's increase in production from freshmen to senior year is almost purely due to his staying on the floor longer. He was not a better player while on the floor he just extended his time out there.
