cases'.
The bottom line from the CDC study of the Massachusetts outbreak is similar to the bottom line on this study & of the one in Israel. The vaccines do not prevent infection, nor do they prevent the fully vaccinated who do get infected from spreading the disease.
In other words, the vaccines are a failure as "vaccines".
At best they are "treatments" to reduce the severity of the disease, not a "vaccine" as defined up until September 2021.
For what it is worth, the vaccines do not prevent severe symptoms, hospitalization or even death from Covid.
A grim warning from Israel: Vaccination blunts, but does not defeat Delta

What is clear is that “breakthrough” cases are not the rare events the term implies. As of 15 August, 514 Israelis were hospitalized with severe or critical COVID-19, a 31% increase from just 4 days earlier. Of the 514, 59% were fully vaccinated. Of the vaccinated, 87% were 60 or older. “There are so many breakthrough infections that they dominate and most of the hospitalized patients are actually vaccinated,” says Uri Shalit, a bioinformatician at the Israel Institute of Technology (Technion) who has consulted on COVID-19 for the government. “One of the big stories from Israel
: ‘Vaccines work, but not well enough.’”

Sydney Australia had an outbreak and most of those in the hospital and on respirators had been vaccinated:

80% of those in ICU were vaxxed.

In the previously mentioned Massachusetts outbreak <64% of the population was fully vaccinated but 74% of those infected were fully vaccinated:

In July 2021, following multiple large public events in a Barnstable County, Massachusetts, town, 469 COVID-19 cases were identified among Massachusetts residents who had traveled to the town during July 3–17; 346 (74%) occurred in fully vaccinated persons. Testing identified the Delta variant in 90% of specimens from 133 patients. Cycle threshold values were similar among specimens from patients who were fully vaccinated and those who were not.
