district when it comes to discipline. When I was in KCMO in the 90s and 00s there was a quota on the number of suspensions each school could give out. Admins were very leery of suspending kids at the start of the year because they did not want to run out.

With the craziness of today, I cannot imagine what that has morphed into in inner-city schools.
