But in the example above in the OP, if the murderer killed that young boy and got away what would happen if you had been successful in bringing about Anarchia?

Send out vigilantes for him? S/would they be authorized/justified in "putting him in a cage" and await a trial?

Send him a letter asking him if he would agree to arbitration to work out a fair settlement for the family of the murder victim?
