These lots don't generate any revenue

These are not high dollar lots. With the donations required for tickets, I would imagine most people have the lot donation covered by their ticket donation. I know we always did. Those that don't are probably small dollar additional donations.

So they could make those lots free again, and receive the same amount of revenue by charging $20/vehicle.
