The reason is the assumption was the Karzai Government would remain in power and there would be no need for the concerned folks to leave.
That assumption has proved to be false. And the Biden Administration has known that assumption was likely false for some period of time. I.e. all the stories about reports, cables, etc. from various parties in Afganistan to the U.S. Government that have surfaced this week that the Karzai Government's military would not be able to hold off the Taliban.
Therefore, neither the Karzai Government or the American Government ever told the folks now at risk that they had until a certain date or x days or anything similar to get out.
