until SUNY was founded in 1948 and Nelson Rockefeller championed the SUNY system when he was governor of NY.

Rutgers is very clearly the flagship state university of New Jersey since it was designated as such by the Rutgers Compact of 1956:

Also Rutgers is not “from” New Jersey; it’s in New Jersey. The New Jersey citizens know that it’s in New Jersey and that’s all that matters.
