Racism has become systemic racism, in a lame effort to and suggest that the current governments are not responsible. The problems are systemic and have been around since 1619.

It’s not the fault of Keisha bottoms. Or Muriel Bowser in DC, or the forehead in Chicago. They are faced with intractable problems not of their making and not enough money.

There are no problems that socialists don’t think can be solved with unlimited funds. And when they are giving unlimited funds, it’s still not enough. Because of systemic racism.
