The word systemic has to refer to a system. That has to mean the governing system, else that word has no meaning or relevance. So, our governing system today hasn't, since at least the 60's, condoned, promoted or legally allowed racist behavior and policy. Therefore, by definition, there is NO systemic racism. Any racism - lets call it bigotry to follow the English language - will only pertain to individuals or groups.

That is NOT systemic racism.
