affirmative action hires as "a cost of doing business". It is understood that they are there for reasons other than resume, accomplishments or expectations of competence.
They are tolerated, and promoted as necessary.
Gotta check the boxes.
And it is as bad for any company that does business with the government. They have to certify that they have the proper percents of people of color, of women of gaze and whatever other victims of oppression we have created.
And since many of them are or would be over their head in "real" jobs, companies make up positions like "Director of diversity and inclusion" or "executive vice president for minority outreach".
It gives colored people a big paycheck and it helps the government pretend it's doing something good.
And they are always there for photo ops and press releases.
Keep the plantation workers happy.
