I assumed it was common knowledge we are currently mining these and that the Biden admin wishes to limit and outsource the increased demand. I often forget that "common knowledge" is a very subjective term relative to posters here as you just demonstrated. One can almost never dumb it down enough. Thank you for reminding me, and again, it is entirely my fault for not remembering the audience.
