The nucleus of a cell is protected by the nuclear membrane. To pass that membrane specialized enzymes are used. In normal protein production mRNA originates from the nucleus and passes through the nuclear membrane and the cell produces that protein.

In the case of this vaccine, the cells get the mRNA and produces the spike protein. There is no passing of the nuclear membrane into the nucleus so the DNA cannot be modified.
