These billboards are odd for ND. General student kids just choose to go to ND. Like 2-3 kids from the area probably get accepted annually to ND. Those are probably perfect ACT scores and 4.0 GPA. This isn't like an Arkansas or Ole Miss offering instate tuition to get local sorority girls.
