compliance departments tell their HC's "it's okay to get into gray territory with the rules, as long as you keep it under wraps"..?

Of course not, most coaches just do it as opportunities arise (in the smartest way possible to minimize risk, and fervently denying it if they ever get accused).

And by the way, it's not like you can't recruit well without egregious cheating... many coaches are able do it. Drink is doing it for the FB program (in a much more competitive sport in terms of recruiting).
