I'm guessing "yes". These are kids, In Frizzell's case with less than 30 ABs under her belt, playing on regional TV and under a helluva lot of pressure.
You assume she didn't know what she ought to do and therefore has a low softball IQ. But you have no idea what she knows, or what instructions her coach gave her. Our hindsight is perfect, but it's a lot harder to do it than it is to think about it after the fact. Sometimes kids know what they ought to do, but don't do it. Sometimes adults do that too.
