From an investigative standpoint, motive is certainly key to solving crimes (in many cases), and can be useful.
From a classification standpoint, no...i.e. there should be no such thing as a 'hate' crime.
To be clear, though, there should still be differentiation between accidental and purposeful...i.e. such as accidentally hitting someone with your car that results in death, or purposefully running over someone to kill them.
If the accidental vs. purposeful falls in your definition of motive, then so be it, but I read your question more applicable to how hate crimes are classified...murder should be murder should be murder, regardless of motive.
