You're being vague about intent of a law that has been passed and amended at the state(s) and federal level many times. I don't think you can speak to the intent of the law when it is over such a long period of time. The intent when it was put in place was likely different than when it has been raised 22 times.

The comment about New Zealand was to show you that you're not being clear in your thoughts. Even using "US Lawmakers" is not clear as I just pointed out. The intent is not always the same within the same state, federal or even other countries. So when asked to clarify, you still have not.

In the OP you present intent as a fact and have yet to back up what "intent" you're referring to.
