I'm with ummmm in that the minimum wage shouldn't be a law in the first place. And the Supreme Court actually struck down the state minimum wage laws twice before they changed and ruled in favor of it on the 3rd case to go to the Supreme Court.

I can't speak to the law makers intent because it has been pushed by many different states and the federal government at different times as well as it being raised numerous times. I find it hard to believe they all had the same intent every time they passed or amended the law.
