The NFL is structured to promote competition, CFB isn't nearly as much.
The prime source of revenue for the NFL is TV money. It has a handful of TV contracts. The revenue from each is shared equally by every team.
CFB has multiple TV deals, i.e. one for every conference. The revenue generated varies widely from conference to conference. CFB allows, make that encourages, fans to contribute to their program. The amounts contributed vary widely from school to school. The bottom line is the NFL teams have more equal resources than CFB programs.
The NFL draft operates to equalize talent, i.e. the worst teams get first pick. CFB lets the best teams continue to sign the top recruits.
The NFL allows free agency. A bad team can sign as much free agent talent as it can afford. CFB has just started to liberalize its transfer rules.
The NFL players concentrate on football. CFB players are expected to be full time students.
CFB is not as structured as the NFL to promote competition. It most likely never will be and therefore it will never be as competitive. And if competition drives interest, the CFP will never generate the same level of interest as the NFL playoffs.
