CA, NY, MA, NJ, IL.

TX is sixth. with 51 billion.

Means CA has 3 times the debt TX does.

The problem is CA doesn't have 3 times texas GDP.

And, CA is experiencing rapid brain , capital drain to texas. CA pays 3 times as much welfare as texas does.
