All the news sites have a story about Biden and his administration assembling an aid package for individuals, businesses, state governments and local governments that have been adversely impacted by the Covid crisis.

It will be interesting to see how Biden handles aid to state and local governments. Some states have abysmal financial situations (i.e. see California and Illinois). While no one would begrudge state local governments receiving assistance for expenditures and perhaps revenue losses caused by the covid pandemic, this provision could be a way to require all American taxpayers to cover the spendthrift practices and policies, both past and current, of various Democratic controlled state governments.

But then I'm certain that all Missourians have no problem solving the debt problems of Illinois. Unfortunately, not all Arizonans don't feel quite the same about the debt problems of California.
