no sense to me at all. If all states need to kick in, shouldnt they kick in for their own states instead of other states. It would make more sense for CA to kick in for CA, NY to kick in for NY, etc. Maybe each state should initiate its own temporary Covid Recovery Tax for their own state, but not the fed to dish out from all states, that would be unfair to all the other states.

Please explain why this message is being reported.
