My POINT here was that faced with disaster relief, Trump's federal govt bailed, walked away from it and the states had to scramble to do whatever they can, though they are prohibited, unlike the feds from deficit spending.

And you say "accountability"? Take your head of of your ass boy. This has NOTHING to do with City admin. And YES in these United States of America we bail out cities, regions and states severely impacted by disasters. It IS what we do.
