He raised tariffs across the board. He actively worked to reduce trade from China, and started a trade war. Obama was very targeted in his actions (which I still disagree with in general). Obama, and many others, as a whole, also moved us more towards free trade versus the other way.

Trump's stated goal was not even free trade, but fair trade. He looked at trade deficits as his end game.
