Obama had new trade agreements put together that reduced overall trade restrictions. that is a movement towards free trade. Did those agreements still have various barriers and rules...yes they did...and the Asia/Pacific agreement was another agreement that would have reduced a lot of barriers.

Trump actually increased barriers in many instances (especially with China, and with steel). He did reduce in a few (Korea, Japan, and I think a country or two in South America). NAFTA was about a wash.

Go to about any country over the last 50 years and you will see a general reduction in tariff rates over time...that is a movement towards free trade.
