I would consider any reduction in tariffs or other barriers to trade to be a movement towards free trade.

Trump did sign some agreements, but also moved backwards in a number of places.

The Asia Pacific agreement by Obama would have been a very big move, which was canceled by Trump ( I believed Hillary would have not done anything and it would have passed the Senate)
