I guess you can argue whether that was the fix set in, or just how both sides played within the rules of the game that was given to them.
I will say this
1. Vote by mail has been increasing, and has shown to be successful in both D and R states
2. Trump told his people to not vote by mail
3. Democrats worked hard to get the vote out by mail
4. Votes by mail, by and large, are counted last
It was a very close election, so what happened would fit the above scenario quite well.
