First, Farming is a business, just like Technology, Manufacturing, Entertainment, etc.

Second, the Federal government has a long history of deep involvement in Farming for various reasons. Not the least is a desire for a stable, relatively cheap supply of food and fiber.

Third, the article clearly states that the major factors in the amount of government payments are CFAP (Coronavirus Food Protection Payments) and PPP (Payroll Protection Program). The amounts paid to Agriculture under these programs pail in comparison to the amounts paid to other industrial sectors.
