The Constitution just says that there will be a supreme court. The fiddly bits are left up to congress.
The Constitution also says that there must be a federal district of no more that 10 sq miles that does not belong to any state and is controlled by congress. If the people in the residential areas of DC are upset about not having representation then vote to have the surrounding states annex them. Short of an ammendment DC has to stay under federal control.
I don't know the actual proceedure to add a state but I assume PR could be added pretty easily. But do they wish to be a state? That movement has never gained much traction because most of the people are happy with the status quo.
