Trump knows his chances are increased by low voter turnout as it's largely the minorities, the poor and disenfranchised that do not turn up to the polls. People not likely to vote for Trump. Make it easy for this group to vote and his chances of winning go down. It's that simple.
Frankly, I don't think Trump needs to worry about it all that much. Biden painted himself into a corner by insisting on a woman VP candidate and whatever woman he chooses is probably going to prove to be divisive both in the democratic party and beyond. You'll see his lead evaporate once he makes that selection. It got him through the primaries but it was terrible election strategy.
