He's hoping to prevent election fraud in November. Trump knows all too well that the dems hope to use mail-in voting in order to fraudulently sway the election outcome in their favor. It will create a chaotic situation, in which their 600 attorneys will exploit in State and Federal court pleadings in an effort to force the inclusion of provisional ballots in the count. If the dems are successful and divert one or two swing States into the Biden column, it might be enough to prevent Trump's reelection.
