That one decision resulted in tens of thousands of lives lost.
You cannot just dismiss that decision. It was stupid and anyone with a functional brain knew that at the time.
Yes the information from China was garbage and NY was our test bed. We learned a lot from their response. That still does not excuse that decision when the field hospitals and Navy ship sat empty the entire time. How many lives would have been saved if the sick elderly had been sent there instead of back to their old folks homes?
For proof of this just look to Pennsylvania where the health director made the same decision but not before getting her/his mother out of harms way. S/he made that decision knowing it was a death sentence for those in the facilities.
