one example falls into the "NE govs messed up badly".

NY & NJ were dealing with a lot of issues while the cases were spiking there, that states don't have to worry about now. Bad information out of China, extreme fear out of Italy, lack of readily available testing, better and more proven treatments etc etc etc.
