We don't expect people to play an active role in their child's rearing. Education, feeding, health, etc, is in the hands of society. Protecting the at-risk should be the responsibility of the parents, relatives, or professional caregivers. But a parent can't be expected to take proactive steps regarding their own child's health today. Society must do it for them.
If your kid is at risk, does their school or sports teams have to be shut down because you can't take preventative steps on your own? That seems to be the expectation.
