SAT/ACT requirement for college but I'll say this.
I lived for 40 years in the Riverview school district in St Louis. When I finally moved the school district failed every category the state of Missouri tested for and the district had been taken over by the state. My sister in-law taught there for many years until she died from a heart attack and worked with a lot of the athletes to help them pass their college entrance exam on her own time without compensation.
There was a rec center with a basketball court which was packed with kids after school, on weekends and during the Summer.
The exercise from sports and for those talented enough to be offered a college scholarship it is a path forward but if it comes at the cost of obtaining an education that's not a model for success for the 99.9% of people who aren't able to make a living at sports.
On the surface without examining his proposal in detail it seems like a bad idea which reinforce the idea of ignoring academics and focusing on playing a game. Becoming a successful adult includes obtaining a decent education.
