introducing an irrelevant concept to the the situation. Whether the obligation is statutory or "voluntary" does not change the legality or nature of the obligation.
Maybe he owes dangertim $50 because of a court judgment (he chipped dangertim's car window and $50 is the deductible). That obligation is also not voluntary, but just as valid.
