Conferences have set up rules to reduce exposure but that's a liability limitation issue. If players (like at tOSU) contract the virus while within their new protocols, the schools are legally required to act (why tOSU acted). Yes legally because governors and county governments have ordered a state of emergency and set up guidelines which have the force of law (tickets). You can get a ticket for failing to wear a mask in certain areas. People like to ignore it, pretend there is no legal liability, it's simply not the facts.
Players themselves are signing waivers of liability against schools. It will easily be argued that this signing was under duress and threat of having their scholarship pulled.
