Had a known bad actor NOT been on the force we remove the potential for this to go where it did. I really don't care why he was a bad policeman. Racial issues, anger management, God complex. Irrelevant. It would appear he should have been gone long ago. And leadership at many levels failed.

Where is the accountability?
