Take a guess that the great majority of his prior misbehavior was directed towards minorities and people in poor neighborhoods. If he’d abused a few rich white people, he’d have been gone.
This is a good example of a form of institutional racism that tends to infect some police departments. Bad cops are disciplined if they pick on favored racial or socioeconomic group, not so much when they abuse blacks and,poor people.
