God established government, which decreed by God to meet out His punishment. Jesus was speaking to a mob, which was not there to execute the duties of an office, but to attempt to gain evidence against Christ Himself. The woman was a tool to use against Jesus. Justice wasn't their pursuit. Jesus never said the law wasn't right. His point was they were coming with unclean hands.
"FIRST remove the plank from your own eye, and
THEN
YOU WILL SEE CLEARLY
to remove the speck that is in your brother’s eye."
Herein lies your critical failure. The Holy Scriptures do not contradict each other. Only false interpretations cause it to appear to come in conflict. One must always give priority to that is unmistakably clear over that interpretation which causes conflict between the text.
"Surely for your lifeblood
I will demand a reckoning; from the hand of every beast
I will require it, and from the hand of man.
From the hand of every man’s brother
I will require the life of man.
“Whoever sheds man’s blood,
By man his blood shall be shed

This explicit command exists outside of the Mosaic law. Stop lying against the Holy Spirit.
