That would imply that business would be slow.
Ask Texas business owners how it has been for the past week.
By forcing these businesses to open when there isn't going to be enough business to stay open, you're just stopping business owners from collecting on any insurance they were getting, as well as state and federal assistance. If the cycle of low to no business continues and these owners continue to go without the funds that they desperately need to stay open you'll just force more of them to close.
The American consumer is scared, forcing them to go to work isn't going to change that. I'd argue if they start seeing their coworkers get sick, they'll become more skittish.
You have to show the ability to have control over the virus and any potential outbreaks before the average consumer starts buying the non essentials again.
