States have common law rules on impossibility, impracticability, and frustration of purposes that can relieve performance if the event is not foreseeable. However, the party cannot create the event that causes performance to be impossible, impracticable, or frustrating.
And yes, the state did indeed create the conditions. The virus hasn't cancelled classes. The state did.
