It’s all explained right there in the part I posted:
the entire volume is The Ethics of Liberty. Rothbard is differentiating between positive law (man’s law, government’s law) and negative law (natural rights). Man’s law is coercive and infringes upon natural rights. In this regard he is speaking that there should be no legal obligation to provide because it is infringing on the right of the parents. He then specifically says that their having a moral obligation to do so is a completely different discussion. This is where you and Jeff make your big errors of “Rothbard believed that...” because you are casting it as an attack on an immoral position or neglect of morals.
