Caution was the wrong word, though.
Meant the flippant "it's basically just the cold and nothing is gonna happen so let's ignore it" kind of caution where people do nothing at all to prepare (which is in fact not caution at all). Not the "this could be a thing but we don't know yet, so we'll take modest steps toward a vaccine while doing what we can to raise reasonable awareness" kind of caution.
