Mankind is made up of people with sinful hearts, and your model doesn't work on a large scale. Chicago is a perfect example. Sinful people in Chicago like to murder others. Their murders are not the result of government, but a manifestation of the evil in their hearts. Government lessens the number of murders because it removes murderers from the rest of society, if only for a time, and incentivizes not murdering others.

Your fantasy doesn't work because the hearts of all mankind, apart from regeneration by the Spirit of God, are hopelessly depraved.
