background, most rely on advisers who are, on scientific matters. That's the purpose of the White House OSTP - it has broad mandate to advise the President on the effects of science and technology on domestic and international affairs.

Some presidents, however, don't even try to get grounded in science, and gut the staff by 2/3 at the OTSP, and leave the director position vacant for over two years in the longest vacancy since its founding.
