already do in some ways. Stock exchanges compete with other stock exchanges, so self-regulation is a good thing.

I'm not fine with governmental regulation or criminal penalties.

How would that be an impossible task? Everyone has information at the same time. Maybe some people would not use the information, and some would...and then people would use it in different ways....but at least the basic pertinent info is available to everyone at the same time.

It's impossible to communicate information to millions of people at the same time. There are logistical transmission issues. There are also issues with people not paying attention to the release of information. There are also disparities in the ability of people to act on the receipt of the same information.
