Job if the boss loses trust in you he is going to replace you. At a minimum this clearly has occurred. Not to mention the person disagrees with you on policy and very publically stated so. If you know no more that would be enough for reassignment.
As for step down. There is no right to work in the White House, and Lt Col Vidman is going to be so burdened that he has to work a different job before attending the select college that he was already slated to attend.
