anyone does. He is bound by the rules the Senate puts in place. If the Senate votes to hear from a witness Roberts does not get to overrule them.

He will not make the original ruling either. If the Senate decided to hear witnesses they will vote on those parameters before any are called. They will decide which witnesses are called and the rules under which they will testify. Roberts has very little say in how this trio is run.
